Slovakian politicians work toward OK of bailout (AP)

BRATISLAVA, Slovakia ? Slovakia's Parliament rejected a key euro bailout bill Tuesday, threatening Europe-wide efforts to ease a debt crisis that is threatening the global economy. The vote triggered the collapse of the government, but the outgoing prime minister and her main opponent both said they would now work to approve the bill quickly.

The agreement to talk came shortly after Parliament voted against an expanded euro bailout fund ? a vote that Prime Minister Iveta Radicova had tied to a confidence measure. Parliament is scheduled to convene again Thursday, but it is not clear when another vote will be held.

The eyes of officials and investors around the world are on the small central European country because expanding the fund requires the approval of all 17 countries that use the euro currency. Sixteen countries have already approved, and now Slovakia, with a population of just 5.5 million people, holds in its hands the fate the financial plans of the wider 17-nation eurozone and its 332 million citizens ? and by extension, the global economy.

But the statements of the country's leading politicians late Tuesday left little doubt the Slovakian Parliament would approve the measure.

"We decided that we have to do it as soon as possible," Radicova said after announcing her party would hold talks with the primary opposition party, Smer-Social Democracy, led by former Prime Minister Robert Fico.

Fico took the same line. "Slovakia has to approve the fund," he said.

Fico and his party had always supported expanding the fund expansion in principle, but had said it would vote yes only if the government agreed to call early elections.

Although approval of the measure seems likely, the drama and brinkmanship highlighted what has become a major issue in Europe's debt saga: In a system where unanimity is required, even small countries wield great power.

Because major eurozone policies need the approval of all 17 countries that use the currency, Slovakia's vote ? the last ? carried immense weight. For weeks it appeared certain it would reject boosting the bailout fund, unnerving financial markets and threatening the future of Europe's plans to fight the crisis.

Experts said EU officials could possibly find a way around a Slovakian rejection of the bill to boost the powers and size of the bailout fund, the European Financial Stability Facility, or ESFS ? but that doing so would carry costs to European unity.

In the longer-term, the drama seems sure to add momentum to the push for nimbler rules to govern the 17-country eurozone, where government reaction to the unfolding crisis has seemed for many months to be behind the curve.

That push has been gathering momentum for some time.

In August, the leaders of France and Germany, President Nicolas Sarkozy and Chancellor Angela Merkel, proposed that the heads of the eurozone countries elect the president of a new "economic government" who would direct regular summits to respond to the continent's financial crisis.

And in September, Jose Manuel Barroso. the president of the European Commission ? the European Union's executive arm ? decried what he called "the constraint of unanimity."

"The pace of our joint endeavor cannot be dictated by the slowest," Barroso told the European Parliament.

At issue now is an agreement reached by the eurozone leaders in July 21 to enlarge the EFSF's capital guarantee from euro440 billion to euro780 billion. Slovakia would contribute about 1 percent, or euro7.7 billion. In addition, if the changes are approved, the facility would have new powers and able to prop up government bond markets and help put new capital reserves against losses in banks.

Although 16 countries have given the thumbs-up, approval of the changes has found itself in potential jeopardy because of the opposition of a junior member of Slovakia's governing coalition, the Freedom and Solidarity Party. The party's chairman, Richard Sulik, calls the expanded bailout fund "a road to hell" and has vowed to block it.

While the need for unanimity can render decision-making in the eurozone slow and cumbersome, it does not mean that nothing ever gets done. In the end it usually does.

For example, Ireland's government fell shortly after it signed up to stringent austerity measures in return for a bailout. But the new government eventually embraced the bailout deal ? even after having campaigned against it.

And when Finland's new parliament threatened to block rescue loans to Portugal, officials patched together a list of conditions that allowed lawmakers to approve the loan and save face at the same time.

That list of conditions led to a monthslong fight over a Finnish request for collateral. But even that dispute was eventually resolved through compromise.

And the Slovak parliament now seems likely approve expanding the stability facility in the end, as well. While unanimity is necessary, the pressure that can be brought to bear on recalcitrant leaders is huge.

But the acrimonious disputes and threats of vetoes diminish the confidence of the markets and citizens, many of whom no longer seem to believe that the EU has the will to protect them from a worsening economic crisis.

The euro cannot flourish in a system where 17 largely sovereign countries need to agree unanimously and very small countries can hold great sway, Simon Tilford, chief economist at the London-based Center for European Reform, said Tuesday.

"Either they integrate much more fully or the whole thing comes apart," Tilford said.

Mexico: Central America migration drops 70 percent (AP)

MEXICO CITY ? Mexico's immigration chief says there has been a sharp drop in the number of Central Americans crossing Mexico to reach the U.S.

Commissioner Salvador Beltran del Rio says the number of Central Americans crossing Mexico without documents has dropped from 433,000 in 2005 to 140,000 in 2010. He says the downward trend has continued in the first eight months of this year.

Beltran said in a videoconference Monday that Central Americans crossing Mexico face increased risks of extortion, kidnapping and violence because organized crime has moved into migrant trafficking.

In one of the worst attacks, 72 migrants were slaughtered in the border state of Tamaulipas in August 2010. Most were Central Americans.

Next up for reeling Netflix: Damage control

Netflix has sent its most recent venture ??a plan to split its streaming and DVD-by-mail offerings into two separate businesses ? to the cutting room floor.

CEO Reed Hastings said on the company's blog that the planned split was dead, but the bad reviews the move earned can't be erased so easily. Netflix first antagonized customers in July when it announced a 60 percent price increase to its hybrid DVD-and-streaming subscription. The planned split, which would entail renaming the DVD business Qwikster and require hybrid-plan users to keep two separate accounts, immediately got two thumbs down from customers when it was announced just a few weeks ago.

Netflix stock, which was in the $300 range in July, dropped by nearly $200.

In the annals of corporate blunders, it's not quite New Coke, but Netflix picked a bad time to stumble. Competition from rivals as diverse as Dish Networks and Amazon is growing, and every disenchanted customer is a potential defector.

The banking sector offers a particularly chilling cautionary tale for Netflix: It's a lot more of a headache to move a checking account than it is to cancel a movie subscription, yet consumers are willing to dismantle the foundation of their personal finances in response to unpopular fees.?

The company's about-face may be rewarded by investors ? Netflix stock advanced about 3 percent when the announcement was made, but it has since fallen ??but it also forces executives to prove themselves in a field they once dominated.

"It's no doubt reassuring that people can change their minds and get back on track," says Will Richmond, president and founder of market research firm Broadband Directions LLC. "At the same time ? it takes a little bit of the shine off the Netflix invincibility," he says.

What about customers? Most of them will come back, says David Miller, managing director with investment firm Caris & Company. "I'd be wiling to bet churn went to 7 to 8 percent. They've got a lot of work to do to get those people to come back," he says.

But wooing back its subscriber base will take time. "It could be three to six months, and in the meantime there's a lot more competition," Miller says. "You can't fix that in one quarter."

Despite the griping from customers about the price changes over the summer, that alone wouldn't have led to mass cancellations, says Robert Passikoff, founder and CEO of branding and research company Brand Keys. Prior to the price change, Netflix had a 99 percent satisfaction rating in Brand Keys surveys that measured the company met customer expectations. Following the price increase, that dipped slightly to 96 percent, but it dropped down to 87 percent after the company rolled out Qwikster and its split lineup.

"When they split the company, they did it in such a way that nobody understood precisely how it was going to work, and that confusion led to a degradation in terms of the brand," Passikoff says.

Netflix had loyal customers who were willing to swallow the price increase because they had a well-liked service that offered value even at a markup, but shaking up the foundation of that service torpedoed the value customers perceived.

By way of comparison, Passikoff points to Starbucks' much-maligned push for efficiency in the mid 2000s: The coffee chain phased out time-consuming elements of its operations like complicated espresso machines and fresh-ground beans. Customers hated it, a fact acknowledged by company head Howard Schultz in a leaked 2007 memo.

Despite this admission, investors continued to hammer the stock for another couple of years, and Starbucks learned the hard way ? as Netflix is likely to ? that restoring customer confidence in your brand during an economic slump is an uphill endeavor.

In spite of the economic and competitive challenges facing Netflix, Caris & Company's Miller is bullish about its long-term ability to attract and retain subscribers.

"At the end of the day, though, the selection is still the best on Netflix," he says. Most streaming subscribers are there for the TV shows, and thanks to its partnerships with networks like Fox, this is an area where Netflix excels. "There's no one that matches this kind of selection," he says.

President Obama will honor the Super Bowl-winning 1985 Bears at the White House today, and one player, Dan Hampton, has said he doesn?t like Obama and won?t attend.

That doesn?t sit well with some of Hampton?s teammates.

Tim Wrightman, who played tight end on the 1985 Bears, posted a message on Facebook saying that being honored at the White House is an opportunity he would never pass up, even though he writes, ?Out of all the players from the ?85 Bears arriving on October 7th I would probably say I am the most conservative.?

STOCKHOLM (Reuters) ? The "astounding" discovery that the expansion of the universe is speeding up won the Nobel physics prize on Tuesday for three astronomers whose observations of exploding stars transformed our view of the world, and of how it may end.

Honoring two global teams of stargazers who shook cosmology to its foundations in 1998, the Nobel Committee said Americans Saul Perlmutter, Brian Schmidt and Adam Riess had shown how the universe that emerged from the Big Bang 14 billion years ago may fly apart so far, cooling as it goes, that it "will end in ice."

Their work gave birth to the theory of dark energy -- a kind of inverse gravity, that causes the expansion to accelerate. Up to three quarters of the universe seems to comprise dark energy -- but just what it is is a matter of speculation, notably at facilities like the Large Hadron Collider at Geneva. Many hope an answer could reconcile apparent anomalies in physics.

Recounting how the teams studied dozens of exploding stars, or supernovae, expecting to confirm theories dating back to the 1920s that the universe has been expanding since the Big Bang but at an ever-slower rate, the committee said: "The discovery came as a complete surprise, even to the laureates themselves."

"We ended up telling the world we have this crazy result -- the universe is speeding up," the Montana-born Schmidt, who is now based in Australia, said by telephone to the Royal Swedish Academy of Sciences, where the 2011 prizewinners were announced.

"It seemed too crazy to be right and I think we were a little scared," added Schmidt, 44, who led the High-z Supernova Search Team that included the Baltimore-based Riess, 41. Schmidt is based at the Australian National University.

Perlmutter, from the Supernova Cosmology Project, called the findings "a huge surprise, that the world works in a very different way than you thought." Speaking to Reuters from the University of California at Berkeley, he hailed the global reach of both teams: "Cosmology has brought together ideas and people from all over the world," said Perlmutter, who was born in 1959.

"ALL BETS OFF"

Riess told Reuters he was "stunned and incredibly honored" by the award, though he was cautious about the prediction that the world would eventually freeze up into "ice," without energy.

"It is what we see," he said. "But the truth is all bets are off. The universe could still recollapse."

Schmidt and Riess will share half of the 10 million Swedish crowns ($1.5 million) prize money. Perlmutter won the rest.

Swedish Academy member professor Lars Brink told Reuters that practical developments from the findings were not obvious:

"This is very curiosity driven research," he said. "It tells us something about the basic laws of nature. We are putting together pieces of what is the basic laws of nature. This is one brick. It is not that we are going to use it for new gadgets."

Peter Knight, president of Britain's Institute of Physics, said: "These researchers have opened our eyes to the true nature of our universe."

Mark Sullivan, a physicist at the University of Oxford, said: "Their ... discovery ... has rewritten textbooks, and was one of the landmark breakthroughs of 20th-century physics."

Among the most exciting possible developments from study of dark energy would be a way to reconcile anomalies between physical laws observed at the subatomic level -- quantum physics -- with the laws Albert Einstein described for the world we see.

Martin Rees, Britain's Astronomer Royal, praised the work of the prizewinners but criticized the Nobel Committee's rules that a maximum of three people could share in an award: "It would have been fairer, and would send a less distorted message about how this kind of science is actually done, if the award had been made collectively to all members of the two groups," he said.

There was no repeat of the drama in Stockholm on Monday, when the Nobel Committee, whose rules forbid posthumous awards, discovered it had just given a share of the prize for medicine to a man who had died three days earlier. In the end, the award was upheld for Ralph Steinman, who had used his own discoveries to treat his cancer but succumbed to the disease on Friday.

In keeping with many recent prizes, the Committee noted, the winners of the physics category were all relatively young.

At Johns Hopkins University in Baltimore, Riess, who was still in his 20s when the research was published, joked to a colleague that he had been quick to react to a pre-dawn call from Stockholm: "When I picked up the phone early this morning and I heard Swedish voices," he said, "I knew it wasn't IKEA."

How Apple could screw up iPhone launch

The narrative is set for Apple's iPhone event Tuesday: Tim Cook, Apple's new CEO, will attempt to fill Steve Jobs' shoes by unveiling not one but two iPhones, a future-leaning iPhone 5 with slimmer body, larger screen and better everything, and a new $99 variant of the iPhone 4, made with cheaper parts.?

Trouble is, beyond the fact that there will indeed be an iPhone-related Apple press event ? which I will be covering, live and direct ??none of these facts are confirmed.?

And from certain corners of the rumor mill, the shiny new redesigned iPhone 5 could be a mirage, and we may just be in for a slightly improved iPhone 4, dubbed iPhone 4S. But if that were the case, Apple could be in trouble.

How they'd screw up
It's been about 16 months since the last iPhone came out on AT&T, and nine months since it hit Verizon Wireless. According to assorted polls, anywhere between 40 and 50 percent of people shopping for smartphones right now are holding out for an iPhone. To put it another way, whatever Apple introduces, they will sell a ton of, even if it's made of popsicle sticks and duct tape.?

But although Apple makes more money on their phones than any competitor could ever hope to, and doesn't have to share the spoils???or the spotlight???with partners, its user base isn't as great as Android. If Apple wants to be the rich man's phone maker, they can do that forever, but if Apple wants to be the dominant mobile platform, they must continue to baffle the competition with innovation.

Because of the longer wait, because of Android's majority global market share, and let's face it, because Steve Jobs is no longer helming the company, Apple has to hit it out of the park.

Baseline requirements
There is a massive list of things rumored to be in a new iPhone, but it comes down to three specific requirements: It must be at least slightly slimmer than the iPhone 4. It must have a 4-inch screen. And it must be called the iPhone 5.?

Though, as I said, none of the details are confirmed as they have been in the past, there is very little room for doubt that any phone Apple launches tomorrow will have the same dual-core processor found in the iPad 2; that it will have an 8-megapixel camera (probably one made by Sony); and that it will be a "world phone," capable of global roaming whether you're on AT&T or Verizon.

In the second tier of speculative attributes, you have some uncertainty, but the existence of "near field communication" won't make or break the device, nor would a curved screen or some other potentially gimmicky design twist. And though faster 4G mobile networking is all the rage with Android phones, it's all but confirmed that Apple won't go that route until next year.

Beyond that, we definitely need to see that second, cheaper phone, though, as something that closely resembles the pre-existing iPhone 4, it may not be featured on stage.

One big rumor that would help Apple tremendously would be the arrival of the iPhone on Sprint. Sure, the No. 3 carrier isn't exactly growing like mad, but the Sprint customers who stick around do so because the pricing is better, and they are happy. AT&T doesn't have a great reputation for quality. Verizon does, but it comes with a correspondingly high price tag. While we've effectively confirmed that T-Mobile won't be getting an iPhone in 2011, we're not ruling out Sprint.

Not just about the hardware
To date the speculation has been about the hardware, and that's justifiable. But Apple's big 2011-2012 move actually has far more to do with software ... and services.?

The iOS 5 has many design features that directly compete with Android, BlackBerry and Windows Phone. A pull-down tray of notifications is all but ripped from the Android OS, and the iMessage is basically the same thing as BlackBerry Messenger, but with iProducts. Amen, I say. Lord knows companies are always ripping off Apple ideas.

But iCloud is where Apple's energy must be focused, and where much of the mystery still lies. How well will they execute the free mail service? Well enough to compete with Gmail? Will Photo Stream best both Flickr and Facebook at their own photo-friendly games? And are the pay-as-you-go cloud media services enough in the face of subscription services from Amazon and Netflix?

Even if all we get is a jacked-up version of the phone that's out now ? it's still the best?looking phone on the market ??it'll be an exciting year for Apple and its customers. But without a new crown jewel, a newly designed phone that makes competitors tug their collars like cornered cartoon characters, Apple's "magical" reputation???and sales???could start to dip.
