AP sources: Official resigns over alleged spy ring (AP)

WASHINGTON ? A man accused of running an illegal contractor spy ring in Afghanistan has resigned from the Air Force, still maintaining his innocence, and still facing possible criminal charges.

Two investigations continue in a case that has tested the definition of what contractors are allowed to do in war zones.

Air Force civilian employee Michael Furlong, together with his boss, Mark Johnson, resigned in July after the Air Force inspector general told the men they'd face official censure for how they ran an information gathering network in Afghanistan.

"After 17 months of DOD investigations and an FBI investigation, it was determined that no criminal laws were broken," Furlong wrote in his August 12 resignation letter, obtained by the Associated Press.

But inquiries continue by the U.S. Air Force Office of Special Investigations and the Pentagon's Defense Criminal Investigative Service, a senior defense official said, speaking on condition of anonymity to discuss matters still under legal review.

The CIA alleged in late 2009 that Furlong's private military contractors were running an illegal covert spying network in Afghanistan and Pakistan, managed by legendary ex-spymaster Duane R. Clarridge. The then-CIA station chief complained those contractors were helping target terrorists for capture and kill operations, and getting in the way of agency operations on the ground, according to multiple U.S. officials briefed on the investigation. All officials spoke anonymously to discuss intelligence matters.

A series of reports by The New York Times first exposed the controversy, leading then-Defense Secretary Robert Gates to order a review. A Defense Department inquiry dated June 2010, obtained by the AP, concluded Furlong's "Information Operations Capstone" had hidden clandestine spying activity beneath layers of legitimate information collection, violating Pentagon policy and leading to the more in-depth investigations.

Furlong and Clarridge maintained to investigators that they were operating a legal network of paid informants, gathering data on everything from gas prices and local clan disputes to enemy threats against coalition forces. The information was used for everything from mapping tribal loyalties to tracking Taliban bomb-building cells before they could strike, two defense officials said, describing the inquiries.

Clarridge said what he did was no different than what a foreign news network would do, using a system of freelance local stringers across the country to gather information.

Under the Furlong-Clarridge system, a handful of five to six foreigners ? former CIA and special operations officers with experience gathering intelligence ? ran a network of low-level local operatives, who asked people what they thought or worked their own sources, as directed by their "handlers."

The problem with information gathering done by a contractor is that the Rolodex of sources becomes an asset of a private company instead of the unquestioned property of the U.S. government, officials said.

That creates a loophole in which there is no way to cross-reference those human sources with existing military and CIA networks on the ground, a crucial step in assessing the veracity of information, and in making sure the same spies or tipsters aren't double-dealing to two arms of the U.S. government, or getting in the way of each other's operations, two former intelligence officials said. They spoke on condition of anonymity to describe a classified process.

That issue became especially prickly for the CIA when Furlong's network started reporting threat information to the military, which Furlong says led to targets.

"Most importantly, we saved U.S. and Afghan lives with the `Force Protection Atmospherics' program," Furlong said in his letter of resignation. "We enabled the separate targeting board process and the Predator operations to be much more successful than they were . or have been since they terminated the Atmospherics program. That is verifiable fact."

Defense officials say Furlong and subcontractor Clarridge maintained their information even led to CIA Predator strikes inside Pakistan. The officials insist investigations have not proven a link between data gathered by Clarridge's network and GPS coordinates of known U.S. drone strikes in Pakistan.

In his resignation letter, Furlong does note that his operation was caught in a grey area of intelligence operations, and he said he welcomed the changes in oversight that had since been put in place.

Those changes included the restructuring of how contractors gather what is known as "atmospherics," like the tone of Friday sermons at a mosque, or the mood on the street of a village toward a local official or NATO. The paid tipsters, still employed by U.S. contractors, now collect information passively, by observing and sharing what they've heard on the street.

Those changes came too late for at least one of the other contractors Furlong employed under his multi-armed intelligence network. Tampa-based International Media Ventures (IMV) shut its doors, turned radioactive by association with the investigations, even as high-ranking Pentagon officials praised IMV's work gathering social and civil data to map Afghan society ? work that is now being carried out by another contractor.

Another one of the firms involved, Strategic Influence Alternatives, went back to the business of protecting corporate executives overseas.

Clarridge is now shopping his human-intelligence networking skills to other foreign intelligence agencies, and to U.S. agencies like the FBI, the defense officials say. Clarridge would not comment for this story.

Defense officials said Furlong told investigators he is confident he'll be cleared.

Braves' Slide Continues With 4-2 Loss To Phillies

ATLANTA -- The televisions in the Atlanta clubhouse had all been switched off. The Braves didn't even bother hanging around to watch the team that's chasing them in the wild-card race.

All they cared about was another wrenching loss in their September swoon.

Atlanta squandered an early two-run lead against Cliff Lee as the playoff-bound Philadelphia Phillies rallied for their 100th win of the season, 4-2 over the Braves on Monday night. But the wild-card lead remained at one game when the St. Louis Cardinals lost at last-place Houston 5-4 on a squeeze bunt in the 10th inning.

"Everybody is upset that we lost the game, but we've still got another game tomorrow," Atlanta manager Fredi Gonzalez said, trying to stay upbeat even with his team facing an epic collapse.

The Braves, still clinging to a once-comfortable lead in the wild-card race thanks to the Astros, lost their third straight and seventh in the last 10. Their September record dropped to 9-16, nearly wiping out a margin that had been 8 1/2 games just three weeks ago. There are two games left in the regular season.

The St. Louis-Houston contest was tied when most of the Braves cleared out of the clubhouse, not even checking a score on their phones.

"This is a tough loss for me," said rookie first baseman Freddie Freeman, who came up three times with a runner at second and failed to come through. "The last thing I want to do is watch another ballgame."

Ditto for the senior member of the team, 39-year-old Chipper Jones.

Barely able to run on an ailing right knee, Jones homered in the first to get the Braves started quickly, but hit into an inning-ending double play in the eighth with the potential tying runs aboard.

He wasn't paying attention to the Cardinals.

"I don't really care about that," Jones said. "I'll find out what they did later on tonight or tomorrow. Right now, I'm just trying to flush this one and start focusing on Roy Oswalt," who'll start Tuesday for the Phillies.

Lee (17-8) pitched six strong innings, Jimmy Rollins homered and Raul Ibanez drove in two runs, leading the NL East champions past their division rivals to start the final series of the regular season.

They reached 100 wins for the third time in franchise history.

"A hundred looks better than 98," manager Charlie Manuel said. "If I had my way, we'd win more than that. That's ? what would you say? ? a benchmark."

The Phillies sure didn't go easy on the Braves, even though their trip to the playoffs was in the bag weeks ago.

"We went out there and played like we always do," Manuel said. "I look at our guys, I think we're ready to win right now."

The Braves tried to rally at the end, but they couldn't string together any hits ? a familiar theme for a team that has scored only three runs in the last three games. Brad Lidge gave up a walk and a single in the eighth, but Jones grounded one sharply to second baseman Chase Utley, who started the double play that sent many in the announced crowd of 42,597 heading for the exits.

In the ninth, Dan Uggla lined one to left off Ryan Madson that got under the glove of a diving Ibanez. Uggla pulled up at second with a double and that's where he stayed. Freeman and Brian McCann struck out swinging before pinch-hitter Jason Heyward grounded out to first to end it. Madson earned his 32nd save.

The Braves tried to lighten the mood before the game. Backup catcher David Ross entertained his teammates with his impression of the crusty manager in the movie "Major League."

Early on, it seemed to work. Atlanta jumped ahead against Lee, making his final tuneup before the playoffs. Jones drove his 18th homer into the left-field seats, then Matt Diaz and Alex Gonzalez had consecutive doubles in the second.

"Everybody was swinging free and easy. We were ready to play," Jones said. "After the first two innings, I would've given us a 99.9 percent chance to win the game."

The Braves had not led a game in three days, but they didn't fare any better playing out front.

"I attribute it more to good pitching than a lack of hitting," Jones said. "I'll take that showing. We battled for 27 outs and all nine innings."

In the fourth, Philadelphia broke through against 21-year-old rookie Randall Delgado, making just his seventh big league start. Hunter Pence got it started with a one-out single. Ryan Howard lined another hit to right-center and Shane Victorino walked to loaded the bases. Delgado made a bid to escape the jam, retiring Ibanez on a foul popup, but Placido Polanco followed with a sharp single up the middle to bring home Pence.

The slow-running Howard had to stop at third, and Carlos Ruiz flied out to center with the Braves still leading 2-1. It didn't last long. Rollins tied it in the fifth, lining his 15th homer over the fence in right field.

Delgado was lifted for a pinch-hitter in the bottom half, having surrendered five hits. The Phillies pulled ahead against the Atlanta bullpen.

With one out in the sixth, Victorino yanked one down the right-field line off Cristhian Martinez (1-3) and sped all the way to third for a triple, just beating the relay throw. Eric O'Flaherty took over for Martinez, and the Braves pulled in the infield looking to cut off the go-ahead run. But Ibanez grounded one sharply past diving first baseman Freeman, and Victorino trotted home to make it 3-2.

Ibanez added another run-scoring hit in the eighth off Jonny Venters.

Lee looked shaky in the beginning, giving up four extra-base hits to the first eight Atlanta hitters. But he settled down after that, retiring the next 12 in a row.

Jones ended Lee's dominance with one out in the sixth, lining one to the gap in left-center that hopped over the wall for a ground-rule double. But, showing the desperation of a struggling team, Uggla struck out on three pitches ? the last one hopping in front of the plate ? and Freeman hit a soft liner to shortstop Rollins.

After saying Lee would probably throw about 70 pitches in his final regular-season start, Manuel allowed the left-hander to stay in for 92. He gave up five hits and struck out six.

NOTES: The Braves activated LHP George Sherrill from the 15-day DL. He had been out since Aug. 27 with elbow inflammation. ... Atlanta confirmed RHP Peter Moylan will need surgery on his rotator cuff and labrum. But Moylan tweeted that it is more of a cleanup than a complete repair, cutting his rehab time to six months. ... Struggling Derek Lowe (9-16) will start for the Braves against Oswalt (8-10). Lowe is 1-3 with a 4.13 ERA in four starts against the Phillies this season. Oswalt is 1-0 with a 2.08 ERA vs. the Braves this season, but only 1-3 with a 5.15 ERA in 10 career starts.

Team will be called "Brooklyn Nets" after move (Reuters)

NEW YORK (Reuters) ? The New Jersey Nets will be renamed the Brooklyn Nets when the National Basketball Association (NBA) franchise moves across the state line and into a new arena next year, minority owner and rap star Jay-Z said on Monday.

The Nets, who have played in New Jersey since joining the NBA in 1976, are due to move into the Barclays Center in Brooklyn for the 2012-2013 season. The arena is under construction.

"From the moment the Barclays Center became a reality, I knew this meant something significant for Brooklyn," Brooklyn-born Jay-Z told a news conference.

The team had been known as the New York Nets for a few seasons when it played in the defunct American Basketball Association, but now will take on the name of a borough that is part of New York City but maintains its own identity.

Jay-Z to open Nets' arena (AP)

NEW YORK ? Nets part-owner Jay-Z will open the team's new Brooklyn arena by performing there next September.

The hip-hop mogul said at a news conference Monday across the street from the construction site that he will perform "one, two, maybe three" times at the Barclays Center. Dates haven't been set.

Jay-Z also made it official that the club will be called the Brooklyn Nets. The franchise is scheduled to move from New Jersey for the 2012-13 season.

Iraq speaker: Parliament in the dark on US troops (AP)

BAGHDAD ? Iraq's parliament's speaker says the government has failed to tell lawmakers how many U.S. troops might be need to stay in the country beyond an and-of-the-year deadline for Americans to leave Iraq.

Osama al-Nujaifi said during in a press conference on Thursday that the government has not even briefed the parliament about the ability of Iraq's forces to protect the country.

His remarks show how little progress has been made on a top political issue facing Iraq just months before the final withdrawal.

Al-Nujaifi is the highest-ranking Sunni in Iraq. He is trying to broker agreement between Shiites and Kurds on a host of issues slowing the government, including the issue of U.S. troops.

Iraq's government is weighing whether some U.S. troops should stay to help train its security forces.

WASHINGTON, D.C. Certain cancer signaling pathways that are activated in aggressive cancer can be detected very early, even in precancerous cells, among young African-American women at high risk for breast cancer. This may allow for earlier detection and prevention of cancer.

However, the early activation of these pathways, which are linked to how the body's cells consume and break down sugar, also raise the concern that certain conditions such as gestational diabetes and prediabetes, where the body produces more sugar, might stimulate precancerous cells promoting a conversion into cancerous cells.

Victoria L. Seewaldt, M.D., presented these study results at the Fourth AACR Conference on The Science of Cancer Health Disparities, held Sept. 18-21, 2011, in Washington, D.C.

"We see a lot of very aggressive triple-negative breast cancers among young African-American women and a very high death rate, with only 14 percent alive at five years," explained Seewaldt, professor of medicine and co-director of the breast and ovarian cancer program at Duke University in Durham, N.C. "We wanted to figure out why this was occurring among these women."

It was already known that aggressive cancer cells actively consume glucose and produce lactic acid, even in the presence of adequate oxygen. Seewaldt and colleagues said this shift toward lactate production is called the Warburg effect.

"One of the hallmarks of really aggressive cancers is that they start taking sugar, breaking it down and turning it into energy," she said. "It becomes their primary source of energy and that allows the cancer cells to grow rapidly."

Although the Warburg effect is normally assumed to be a late event in breast cancer, previous research indicated that this process occurs early, even during cancer initiation, in high-risk African-American women. Because this process is occurring earlier, the researchers theorized that they could test for it in young African-American women as a method of breast cancer prevention.

Seewaldt and colleagues looked at two independent groups of 39 and 38 high-risk premenopausal African-American women. High-risk women were normally those women who had mothers or sisters who died from breast cancer at an early age, according to Seewaldt.

"We found that in a high proportion of high-risk African-American women these precancerous cells were taking in a high amount of glucose, and they also had activation of insulin signaling," she said. "In these women, we would worry that if they developed gestational diabetes that the condition could really stimulate precancerous cells."

Luckily, conditions like obesity and gestational diabetes can be avoided or treated, said Seewaldt.

"Exercise, weight loss and the diabetes drug metformin provide important opportunities for preventing aggressive breast cancer in African-American women. These are things where a community approach could really make a difference," she said.

WASHINGTON, D.C. Certain cancer signaling pathways that are activated in aggressive cancer can be detected very early, even in precancerous cells, among young African-American women at high risk for breast cancer. This may allow for earlier detection and prevention of cancer.

However, the early activation of these pathways, which are linked to how the body's cells consume and break down sugar, also raise the concern that certain conditions such as gestational diabetes and prediabetes, where the body produces more sugar, might stimulate precancerous cells promoting a conversion into cancerous cells.

Victoria L. Seewaldt, M.D., presented these study results at the Fourth AACR Conference on The Science of Cancer Health Disparities, held Sept. 18-21, 2011, in Washington, D.C.

Talk is cheap. Overspending isn?t. Seizing the moment is not using either good sense or good cents. Heavy debt and its burden of interest is potential financial ruin. Don?t live for today. Instead plan for tomorrow. Believe me I know. Hubby and I have both been there, done that. Now we know better. We want our kids to learn by our mistakes not copy them.

Early on, I gave each of our kids responsibilities. I allowed them to get jobs so they would have their own money, learn how to save, learn when to spend. They were exposed to shopping, realities like unit pricing, sales, couponing, bulk buying. As they grew into adulthood and independence, each was given choices appropriate to the situation. Their academic successes and/or jobs brought rewards not either us or Santa Claus.

No free rides for any of them, hubby and I as parents supplied the basic necessities of food, shelter, and clothes we could afford. If they wanted more, they had to cover luxuries. I did not look to automobiles as an entitlement. Maybe it is the way my parents who survived the Great Depression raised me. Maybe it is that I as a war baby was raised in a time of rationing. When any of them went to hubby to appeal my judgment, he returned the matter back to me and visa versa. Good thing we decided early on that allowing children to divide and conquer is not good.

Accordingly the kids learned to figure out which one parent to ask because to go behind one parent?s back once any decision was made was instant grounding. They also learned that rules were made to be followed not broken. Meanwhile, they got working papers and part-time jobs that fit them and where they lived (no car and no easy public transportation). One proviso though which they hated ? half their earnings were to go immediately into an AND not AND/OR savings account that they could not access for frivolous things without my signature. It was for their future not the present. I took neither room nor board; they were still children. The rest I admit that many times I had to bite my tongue?.

My daughter used travelers checks when she went on a school trip to England as well as for her senior class trip to Orlando. When first born daughter left for college during the week, no checking account was opened her, no debit card just her weekly allowance, no cell phone either just the land line in her dorm, no vehicle on campus?those were the best years of her life. She didn?t agree.

My eldest son did high school on a five year plan, stayed home and used cash. At eighteen, he considered himself an adult. He opted to work instead of continuing his education upon graduation. I respected his point of view, loved him, but let him pay his way sans any short fall loans or bailouts. I constantly heard, ?You are too strict.? He now runs his own business.

My oldest two complained I was getting soft when each of their little brothers got his own cell phone. Their two little brothers? rites of passage was similar except times had changed. I admit I hoped I was somewhat wiser after raising the first two so at times I tried to do things differently. I did not punish as much when they pushed the envelope. I rather think they would have preferred it to doing without. Example: Little brothers initially abused phone minutes running up the bill. Solution: I took the cells and locked them up UNTIL each boy paid the unapproved charges back to me.

I encouraged their dating as high school teens on non-school nights; however, they were expected to go cheap or dutch treat. Hubby willingly transported since that way we knew who our kids were with and where they were ideally. Exceptions, of course, were made for their own prom tickets, flowers, gowns and tuxes, and transportation. They knew when we were paid?me twice monthly and hubby weekly. Since I usually shopped bi-monthly, they told me what they needed and I stress the word needed as it had to be justified. They were shown bills. They watched me write checks. They knew I paid either by cash or as a 30-day interest free credit card purchase. I never kept more than petty cash around between ? too tempting.

I wanted all my children to learn that safe spending is spending only what one has with a reserve set aside ?in case? bad times come. Illness, loss of work, even the economy can devastate the best laid plans of mice and men. I sadly advised them that they needed to buy something on credit to establish credit. I told them that credit was built on early or timely payments; late ones brought exorbitant late fees. I warned them about credit limits; more exorbitant fees if the consumer went over his account limit.

I reminded them about the pitfalls of credit and how using it for a sale may not be a bargain once an average 20% is factored in. I want them to realize that credit like casinos works to the advantage of the house NOT the patron. Lending institutions allow borrowing because of profitable paybacks received. I still encourage my kids to learn about the truth in lending laws as well as how and why the government changed many credit laws and payment requirements.

I am glad that some schools courses expose students to financial responsibility and financial planning. As a parent, I found myself preaching to the choir. In today?s American society, peers have a major influence on what our young do and do not do. It is not what our own kids do during the time they are with us, what counts is what they do when they move out and on.

I doubt if I would ever sign for a credit card for a minor; nevertheless, I would encourage a debit card where the holder can?t spend more than the balance on the card, meaning absolutely no overdraft option ? reality check that is money not there AKA debt. That debit card would link only to friendly ATM machines (dream on) without nominal (relative to whom?) transaction fees.

Food for thought: ?Debit cards work when you have its owner?s correct bank information. ?But if you don?t have it all, American Express Gift Cards are great?for presents and more. ?The best thing is that they don?t require lots of shipping and handling charges. ?They fit right into a greeting card envelope. ?What a way to say hello!

New research in mice indicates that babies born to moms who eat a high-fat diet before and during pregnancy have a higher fat mass and smaller livers than babies whose moms consume low-fat fare, according to scientists at Oregon Health & Science University Doernbecher Children's Hospital.

The good news, the researchers report, is that moms who switch to a low-fat diet during pregnancy considerably reduce the risk of these negative effects. Their findings are published online in the American Journal of Physiology and Endocrinology Metabolism, a publication of the American Physiological Society.

Previous research has shown babies who receive too much or too little nutrition in the womb experience profound and permanent changes in their development ? including alterations in the structure of the liver, brain and pancreas ? that increase their susceptibility to developing various diseases later in life, including obesity, diabetes and cardiovascular disease.

And given that nearly half of women of childbearing age are overweight or obese in the United States, according to the Centers for Disease Control and Prevention, there is a pressing need to inform women and their health care providers of the inherent dangers maternal overeating poses to their child's future health and risk of chronic disease.

"One of the key findings here is that the offspring are born with a marked shift in body composition, away from lean mass and toward fat mass, prior to any dietary exposure in the offspring themselves," said principal investigator Stephanie M. Krasnow, Ph.D., a scientist in the Pap? Family Pediatric Research Institute at OHSU Doernbecher Children's Hospital.

Krasnow and colleagues in the Daniel Marks Lab used a mouse model to examine how consumption of a high-fat diet during pregnancy effects body composition in the newborn. Female mice were fed either a low-fat or high-fat diet for six months and were mated with male mice after 4, 12 and 23 weeks. The females who ate a high-fat diet gained more body weight and had a higher fat mass than the females who ate a low-fat diet. And on the day of birth, babies born to females who had consumed a high-fat food had more body fat, less lean mass, and smaller livers than the newborns of females that consumed low-fat food.

These changes in body composition and organ size occurred before the female mice eating a high-fat diet became obese, the researchers report. And even when the females were not obese, eating a high-fat diet prior to and during pregnancy "programmed" their unborn babies to have increased body fat and smaller livers at birth. Fortunately, the researchers found, switching to a low-fat diet just during pregnancy prevented the infants from accumulating excess fat mass in utero and also prevented their having smaller livers.

"These findings demonstrate that changing to a low-fat diet during pregnancy minimizes the harmful effects of maternal obesity on the newborn's body composition, potentially reducing the child's risk of developing obesity and related diseases later in life," said Krasnow.

Cruise ship with 262 aboard evacuated off Norway (AP)

OSLO, Norway ? Officials say a cruise liner is being evacuated after it caught fire with 262 people on board off Norway's western coast.

Sunnmore police district says 106 passengers had already been evacuated in lifeboats before the vessel docked at Alesund. The remainder of the passengers and crew are being evacuated at the port.

Red Cross: At least 13 mass graves found in Libya (AP)

GENEVA ? The International Committee of the Red Cross says at least 13 mass graves have been found in Libya over the past three weeks.

The Geneva-based Red Cross says its staff assisted in the recovery of 125 bodies found at 12 different sites in and around Tripoli.

It says remains of 34 people were also recovered from a site in the Nafusa mountain village of Galaa in western Libya.

ICRC spokesman Steven Anderson said Wednesday that more mass graves are being found every week.

The aid group says it is helping ensure the remains are properly recovered so that the identities of the dead can be established and relatives informed.

It said it is not involved in collecting evidence that could be used in war crimes or other legal proceedings.

Clinton: Kabul attackers will be dealt with (AP)

WASHINGTON ? Secretary of State Hillary Rodham Clinton says the U.S. will do everything it can to combat those who committed a "cowardly attack" on the U.S. Embassy and other buildings in Kabul.

Clinton said the U.S. was moving to secure the area in Afghanistan's capital and "ensure that those who perpetrated this attack are dealt with."

She said the U.S. would assist Afghans injured in the attack.

Taliban insurgents fired grenades and assault rifles at the embassy, NATO headquarters and other sites in Kabul, while suicide bombers struck police buildings.

The coordinated assaults come two days after the U.S. marked the 10th anniversary of 9/11 and carried an unsettling message to Western leaders about the Taliban's resilience.

It was the third major attack in Kabul since late June.

FACT CHECK: Obama's jobs plan paid for? Seems not

(AP) ? President Barack Obama's promise Thursday that everything in his jobs plan will be paid for rests on highly iffy propositions.

It will only be paid for if a committee he can't control does his bidding, if Congress puts that into law and if leaders in the future ? the ones who will feel the fiscal pinch of his proposals ? don't roll it back.

Underscoring the gravity of the nation's high employment rate, Obama chose a joint session of Congress, normally reserved for a State of the Union speech, to lay out his proposals. But if the moment was extraordinary, the plan he presented was conventional Washington rhetoric in one respect: It employs sleight-of-hand accounting.

A look at some of Obama's claims and how they compare with the facts:

OBAMA: "Everything in this bill will be paid for. Everything."

THE FACTS: Obama did not spell out exactly how he would pay for the measures contained in his nearly $450 billion American Jobs Act but said he would send his proposed specifics in a week to the new congressional supercommittee charged with finding budget savings. White House aides suggested that new deficit spending in the near term to try to promote job creation would be paid for in the future ? the "out years," in legislative jargon ? but they did not specify what would be cut or what revenues they would use.

Essentially, the jobs plan is an IOU from a president and lawmakers who may not even be in office down the road when the bills come due. Today's Congress cannot bind a later one for future spending. A future Congress could simply reverse it.

Currently, roughly all federal taxes and other revenues are consumed in spending on various federal benefit programs, including Social Security, Medicare, Medicaid, veterans' benefits, food stamps, farm subsidies and other social-assistance programs and payments on the national debt. Pretty much everything else is done on credit with borrowed money.

So there is no guarantee that programs that clearly will increase annual deficits in the near term will be paid for in the long term.

OBAMA: "Everything in here is the kind of proposal that's been supported by both Democrats and Republicans, including many who sit here tonight."

THE FACTS: Obama's proposed cut in the Social Security payroll tax does seem likely to garner significant GOP support. But Obama proposes paying for the plan in part with tax increases that have already generated stiff Republican opposition.

For instance, Obama makes a pitch anew to end Bush-era tax cuts for the wealthiest Americans, which he has defined as couples earning over $250,000 a year or individuals over $200,000 a year. Republicans have adamantly blocked what they view as new taxes. As recently as last month, House Republicans refused to go along with any deal to raise the government's borrowing authority that included new revenues, or taxes.

OBAMA: "It will not add to the deficit."

THE FACTS: It's hard to see how the program would not raise the deficit over the next year or two because most of the envisioned spending cuts and tax increases are designed to come later rather than now, when they could jeopardize the fragile recovery. Deficits are calculated for individual years. The accumulation of years of deficit spending has produced a national debt headed toward $15 trillion. Perhaps Obama meant to say that, in the long run, his hoped-for programs would not further increase the national debt, not annual deficits.

OBAMA: "The American Jobs Act answers the urgent need to create jobs right away."

THE FACTS: Not all of the president's major proposals are likely to yield quick job growth if adopted. One is to set up a national infrastructure bank to raise private capital for roads, rail, bridges, airports and waterways. Even supporters of such a bank doubt it could have much impact on jobs in the next two years because it takes time to set up. The idea is likely to run into opposition from some Republicans who say such a bank would give the federal government too much power. They'd rather divide money among existing state infrastructure banks.
